***45-Day Public Review Period*** The TIP is a federally required multi-year program that prioritizes transportation improvement projects for federal, state, and local funding to be implemented in Miami-Dade County over the next five years. It lists specific projects and anticipated schedules and costs. The TIP puts the Long Range Transportation Plan (LRTP) into action and is also the capital improvement element of the LRTP. Once approved by the Miami-Dade TPO Governing Board, projects in the TIP must be financially constrained, have undergone a series of evaluations, and include input and suggestions by the public. To assist the public in reviewing the almost 1,700-page TIP, a Citizens’ Guide is provided in the following project categories: Intermodal, Highway, Transit, Aviation, Seaport, and Non-Motorized. Miami-Dade TPO Delivers Flyers to Libraries Miami-Dade TPO Public Information Officer, Paul Chance, provided the Miami-Dade County Library System (MDPLS) with flyers regarding the TIP 45-day public review period to be posted in all 50 library branches. Rail Tour & Site Visit
Miami-Dade TPO Executive Director, Aileen Bouclé, AICP, welcomed the Palm Beach Transportation Planning Agency (TPA) including Valerie Nielson, AICP, TPA Executive Director, and members of the TPA Board to Miami-Dade County and provided a historical overview of the development of the Miami Intermodal Center (MIC) as part of TPA’s Southeast Florida Rail Tour and Site Visit. She co-hosted a tour of the MIC with Dave Dech, South Florida Regional Transportation Authority Executive Director, Winsome Bowen, AICP, AtkinsRealis Sr. Director Rail & Transit, and Miami-Dade Aviation Department (MDAD) staff, discussing the importance of connecting multiple transit and transportation services to MIA resulting in efficient mobility for the region. Afterward, the delegation joined Miami-Dade County Department of Transportation and Public Works (DTPW) staff on the Metrorail connecting to the Brightline MiamiCentral Station. Discussions on regional mobility and accessibility were emphasized as part of TPO’s administration of the Southeast Florida Transportation Council (SEFTC).
AAA Safe System Conference
Miami-Dade TPO Executive Director, Aileen Bouclé, AICP, presented the TPO’s SMART M.A.P. 2050 Long Range Transportation Plan (LRTP) during the “Best Practices and Strategies for Long-Term Improvements in Transportation” session of the Safer Together–AAA Safe System Conference held at Florida Department of Transportation (FDOT) District Six. Throughout the day, attendees received the latest information about the Safe System Approach and explored innovative methods, best practices, and research affecting Miami-Dade County. The conference brings together a community of professionals to discuss and share ideas on creating a safer environment for all.

APTA 2024 Legislative Conference
Miami-Dade TPO Deputy Director–Administration, Zainab Salim (bottom left), and TPO Clerk of the Board, Tawana Parker (bottom right), participated in the American Public Transportation Association’s (APTA) Legislative Conference in Washington, DC with Miami-Dade TPO Governing Board Member Eileen Higgins, and colleagues from Miami-Dade County DTPW. Nearly 700 professionals from the public transportation sector nationwide convened to amplify their presence and advocate for their causes in the nation's capital. This conference serves as a platform for APTA members to stay informed about critical federal legislation and policy initiatives while providing an unparalleled opportunity to shape industry positions and federal advocacy agendas. One of the highlights of the Conference was APTA's release of an update on ridership trends. APTA is a nonprofit international association of more than 1,500 public and private sector member organizations. Benefits to members include advocacy for federal funding and policies, research, technical expertise and consulting services, workforce development programs, educational conferences, and seminars. APTA is the only association in North America that represents all modes of public transportation, including bus, paratransit, light rail, commuter rail, subways, waterborne services, and intercity and high-speed passenger rail.

Updated Version of the National Public
Transportation Safety Plan
Federal Transit Administration (FTA) published an updated version of the National Public Transportation Safety Plan concurrently with updates to the Public Transportation Agency Safety Plans (PTASP) regulation. These updates are a part of a continuing effort to improve transit safety performance on federally supported transit systems. The National Safety Plan updates incorporate Bipartisan Infrastructure Law (BIL) requirements for PTASP safety performance measures and lay out a performance-based approach to reduce injuries and fatalities on transit systems under FTA’s safety jurisdiction. The plan includes best practices, tools, technical assistance, voluntary standards, and other resources. While the National Safety Plan is not a regulation and does not impose mandatory requirements, it creates a blueprint for transit agencies to adopt stronger safety measures.
FTA will host a webinar in the coming weeks highlighting these important safety updates.

FY 22-24 NOFO for Congestion Relief Program
FHWA announced a NOFO for the FY 2022-2024 Congestion Relief Program. The Congestion Relief Program provides discretionary grants aimed at reducing highway congestion and the associated economic and environmental costs in highly congested metropolitan areas in the US with populations exceeding 1,000,000. The program supports innovative, integrated, and multimodal solutions to enhance highway and transit system efficiency. Grants, ranging from $10 million to $150 million, are available to states, MPOs, cities, and municipalities. Priority is given to projects that improve intermodal integration, shift travel to non-peak times or non-highway modes and implement pricing strategies for roadways and parking. A focus on projects that promote equity, safety, reduced emissions, and consider the impacts on low-income drivers are emphasized.

FY 24 NOFO for Low or No Emission Grant Program and
5339(b) Grants for Buses and Bus Facilities
Federal Transit Administration (FTA) announced the opportunity to apply for $1 billion in competitive grants under the Low or No Emission Grant Program (Low-No Program) and $390 million under the Grants for Buses and Bus Facilities Competitive Program (Buses and Bus Facilities Program). FTA is joining these two grant opportunities in one NOFO, and applicants can apply to either program or both.

$10 Million Prioritization Process Pilot Grant Program
FHWA launched the Prioritization Process Pilot Program (PPPP), a discretionary grant opportunity for fiscal years 2022, 2023, and 2024. The program provides funding to develop and implement a publicly accessible, transparent prioritization process for the ranking and selection of projects for inclusion in short-range and long-range transportation plans. The vision of PPPP is to fund the development and implementation of pilot prioritization processes that address and integrate the components of existing transportation programs and support projects that improve safety, climate change and sustainability, equity, and economic strength and global competitiveness consistent with the U.S. DOT strategic goals.
Application deadline is May 1, 2024
Multimodal Project Discretionary
Grant Program (MPDG) NOFO
U.S. Department of Transportation (USDOT) announced the opening of applications for approximately $5.1 billion in funding for the Multimodal Project Discretionary Grant Program (MPDG). The available funding is designated for projects of regional or national significance and is distributed across three major discretionary grant programs, now streamlined into a single opportunity known as the MPDG. This initiative aims to support the rebuilding of America's infrastructure, foster job creation, enhance manufacturing and innovation, and promote a clean-energy economy, all while ensuring that communities are resilient to climate impacts.

2024 Safe Streets and Roads for All (SS4A) Program
U.S. DOT has opened applications for the $1.256 billion 2024 SS4A grant program. This initiative aims to support communities in planning and implementing projects to reduce traffic-related deaths and serious injuries.

Active Transportation Infrastructure
Investment Program NOFO
FHWA announced the opening of applications for the Active Transportation Infrastructure Investment Program (ATIIP). The ATIIP aims to enhance safety and connectivity for bicyclists and pedestrians across communities nationwide. With an allocation of up to $44.5 million, this program seeks to support projects that create comprehensive networks of bicycle and pedestrian pathways. These projects should facilitate safe and accessible routes to schools, workplaces, public transit, healthcare facilities, and more. The program offers two types of grants: Planning and Design grants, and Construction grants. The program will allocate a minimum of $3 million for Planning and Design grants and will ensure that at least 30% of the funding supports the construction of active transportation networks and spines. The federal share of project costs will not exceed 80%, except for projects serving communities with high poverty rates, where it may cover up to 100%.
Applications are due by June 17, 2024; MPOs are eligible to apply
Strategic Innovation for
Revenue Collection (SIRC) Program
FHWA announced the Strategic Innovation for Revenue Collection (SIRC) Program Notice of Funding Opportunity (NOFO) availability of up to $15 million per Fiscal Year (FY). This is the program’s first NOFO covering three years (FY 2022 through FY 2024), totaling up to $45 million ($30 million FY 2022 – 2023 and $15 million FY 2024). The program is established in Section 13001 of the Bipartisan Infrastructure Law (BIL), enacted as the Infrastructure Investment and Jobs Act (P.L. 117-58). The SIRC Program will provide discretionary grant opportunities to eligible entities, which include a State or a group of States, a local government, or a group of local governments; a Metropolitan Planning Organization (MPO) or a group of MPOs (as defined in 23 United States Code (U.S.C.) 134(b)), and multi-jurisdictional groups. The purpose of the program is to test the feasibility of a road usage fee and other user-based alternative revenue mechanisms to help maintain the long-term solvency of the Highway Trust Fund. The primary goal of the program is to fund pilot projects that develop feasibility research, tests, evaluations, or deployment of a road usage fee and other user-based alternative revenue mechanisms.

2024 Equity in Roadway Safety Webinar Series
Based on feedback received during sessions in 2023, Federal Highway Administration (FHWA) announced three new webinars planned for 2024. These webinars are designed to share equitable strategies and tools that can be integrated into transportation programs and projects to close disparities in roadway fatalities on the way to a goal of zero deaths. In these sessions, state, regional, and local transportation professionals will share innovative examples to inspire transportation professionals to equitably implement transportation improvements.

Adopt-a-Road Program
Do you care about the condition of our streets? Are you part of a volunteer group looking to get involved? Does seeing litter get you angry? Become the master of your domain and Adopt-a-Road! Join Neat Streets Miami in reducing trash along County roads and promote your organization. Through this free program, organizations can connect their brands to community pride and civic responsibility. Volunteer commitment includes “adopting” a one-mile segment of a county road, removing litter at least four times a year for a two-year period and following County safety measures.
I-395/SR 836/I-95 Design-Build Project
The I-395/SR 836/I-95 Project is a partnership between the Florida Department of Transportation (FDOT) and the Expressway Authority, with construction limits on State Road (SR) 836 beginning at NW 17 Avenue and continuing through the SR 836/I-395/I-95 (Midtown) Interchange to the MacArthur Causeway Bridge. The limits on I-95 are from NW 8 Street to NW 29 Street. Construction is expected to be completed in the summer of 2026 at a cost of $840 million.

Golden Glades Interchange (GGI) Project
FDOT District Six and Florida’s Turnpike Enterprise (FTE) have started construction of the GGI Project, in northwest Miami-Dade County. The project will enhance regional mobility by revitalizing this major transportation hub, which includes connections to five essential roadway systems in the South Florida area: State Road (SR) 9A/I-95, SR 826/Palmetto Expressway, SR 91/Florida’s Turnpike, SR 9, and SR 7/US 441/NW 7 Avenue.

GMX Frequent User Discount Program
South Florida Saves is a new frequent-user discount program that provides the community with immediate financial relief. Frequent drivers who pay 40 or more tolls in a calendar month on GMX expressways are eligible for a 20% SunPass account credit. The program runs from January 1, 2024 until June 30, 2024 with no registration required. GMX has allocated $10 million toward the South Florida Saves program in its 2024 fiscal year budget.
